The Partnership has been working with the local community through independent consultation agency 'Soundings', since September 2009 to ensure high levels of public engagement and creative involvement in the production of the emerging masterplan. The consultation feedback has played a critical role in guiding and informing the Final Masterplan which, as a result, respects the traditions, culture and diversity of this historic area of London.
The design process has focused on a Masterplanning approach as the size, location and historic context of the site requires a plan that envisages the highest quality of streets, squares, gardens and buildings.
The Masterplan is based on good urban design principles. Detailed plans and elevations of buildings are not appropriate at this stage - these will follow later, and be consulted on separately. However, sufficient information has been produced to fully describe the layout, size and height of buildings, their uses and the streets and public spaces that will surround them. The Masterplanning team have also created a 'Design Code' in collaboration with our liaison group members. This code will help to guide detailed design at the next stage, once planning permission has been obtained.
The Final Masterplan has now been submitted to Westminster City Council for outline planning permission (3 December 2010). The various drawings and documents which describe the planning application can be seen here.
The masterplanning team of Dixon Jones, Squire and Partners and Kim Wilkie Associates have been working on the production of the Masterplan since January, 2010. The team were fully informed of the initial consultation findings, including spatial preferences and general principals for the Masterplan on their appointment. Since that time they have taken part in six local public workshops, one, widely publicised 'Open Day' event and monthly meetings with the Residents' and Community Liaison Groups who between them represent 40 key organisations and over 7,000 local residents.
The Masterplanning team are supported by a number of specialist consultants in fields such as transport, structural engineering and sustainability.
PHOTOGRAPHY WORKS ON SITE
Certain photography work will be undertaken on the Chelsea Barracks site during March (actual timing will be weather dependent) for the purposes of assisting the future design of the scheme once a decision is taken to proceed. Approximately 300 photographs will be taken and the photographer will be using a mobile elevated platform to attain the required camera positions which may reach 25-30m above ground level. The works are not expected to last more than 3 consecutive days.
